Refusal is not automatically failure. For a bounded business application, recognising a missing source, unsupported request or unavailable permission can be the correct behaviour.
Define the answer boundary
List what the application is intended to answer and what should be escalated. Separate insufficient evidence from prohibited actions and temporary technical failure.
The Model Cards for Model Reporting paper proposes documenting intended use and evaluation conditions. An application-level refusal policy makes those intended limits testable in the buyer’s workflow.
An illustrative regional HR-policy assistant should identify when a policy does not cover the employee’s location. It should not invent a country-specific entitlement to maintain a helpful tone.
Include both over answering and over refusal
Test questions with sufficient evidence as well as questions without it. A system that refuses everything may avoid unsupported statements while failing to perform its legitimate job.
Record whether the response explains the limit and offers an authorised next step. “I cannot help” is less useful than identifying the missing information and the correct contact, where those details are known.
Use appropriate reviewers for consequential subjects. The application should not turn a refusal test into an unsupervised decision about employment, health or legal rights.
Measure the boundary as part of quality
Track unsupported answers, unnecessary refusals and successful escalations separately. Examine the actual examples instead of relying only on a single aggregate score.
Maintain an escalation test showing what the user sees after the refusal. If the next step is unclear or unreachable, the answer boundary may be technically correct but operationally unhelpful. Evaluate whether the human receiving the case has enough context to continue without asking the user to begin again.
GAT’s enterprise pilot guide connects evaluation to purchase readiness. Refusal testing adds an essential question: does the system know when it lacks the basis or authority to complete the requested work?
