A product may connect many applications and expose a broad set of operations to the model. That creates flexibility and a larger set of actions the system could choose incorrectly.
Describe the permitted use
For each tool, identify its inputs, external consequence, required authority and operating owner. Separate read, propose and execute operations where the architecture supports it.
OWASP’s excessive-agency guidance links risk to functionality, permissions and autonomy. A tool catalogue helps make those dimensions inspectable rather than treating all integrations as equivalent.
An illustrative CRM assistant may need to read account history and propose an update. It does not necessarily need permission to delete accounts or export the whole database.
Limit the tools available for the task
Use appropriate application and service controls. A prompt saying “use carefully” is not the same as restricting credentials and allowed operations.
Validate parameters before execution and check the result afterwards. A model selecting the correct tool can still supply the wrong destination or scope.
Define a review route for new tools and changed permissions. Adding an integration should not silently broaden the authority of existing workflows.
Keep the catalogue current
Assign owners to retire unused access and investigate failed or unexpected calls. Test changes against representative tasks before release.
Test whether a task with only read authority can accidentally reach an execution tool through a shared credential or helper service. The catalogue describes the intended boundary; a representative end-to-end test helps establish whether the deployed application actually preserves it across the connected systems.
GAT’s enterprise security guide asks suppliers to demonstrate access controls. A maintained tool catalogue shows the practical boundary between what the system is technically capable of doing and what it is authorised to do for a particular user.
